It is unlawful to dump, deposit, or dispose of waste matter on: Public roads, streets, highways, or rights-of-way; Public property (parks, lots, open spaces, etc.); and Private property (without the owner’s consent).

Under California law, illegal commercial dumping is treated more seriously than household dumping because businesses are expected to follow stricter disposal regulations and often dump larger volumes of waste.

Most cities (including Temecula) have a Public Works Department or Code Enforcement Division that handles illegal dumping complaints.

California Penal Code §374.3 makes dumping waste in or upon a public or private roadway, right-of-way, or property without consent a misdemeanor. Fines can range from $250 up to $3,000 for individuals, and $1,000 to $5,000 for businesses or repeat offenders. Offenders may also face community service, including picking up roadside litter.
