What Goes on a Rental Turnover Checklist, and in What Order?

A rental turnover runs in one order: walk and photograph the unit, clear out everything the tenant left, make repairs, paint, put in flooring, clean, then shoot the listing photos. Junk removal goes second because nothing after it can start in a full unit, and cleaning goes last because every trade before it makes a mess. This is the checklist I'd hand a new property manager in Temecula, with what each step needs and what tends to stall it.

The Order

What Order Should a Make-Ready Go In?

Walk-through, junk removal, repairs, paint, flooring, cleaning, photos. Each step needs the one before it finished. A painter can't cut in around a sectional, flooring can't go down before the paint drips are done, and cleaners who come before the carpet installers end up cleaning twice.

  1. Who Walks the Unit First?

You or your maintenance lead, the day the keys come back, with the move-in checklist and the move-in photos in hand. Photograph every room before anything moves, write down what stays with the unit, and decide what's trash and what might be the tenant's.

  2. When Does the Junk Come Out?

Next, ideally within a day or two of the walk-through. Book it on the lease-end date if you can. An empty unit is what lets your maintenance tech see the damage the furniture was hiding.

  3. What Gets Fixed Before Paint?

Anything that puts a hole in a wall or water on a floor: drywall patches, door and closet hardware, blinds, plumbing leaks, and the appliances that stay with the unit. Test the smoke and carbon monoxide alarms here too.

  4. When Does Paint Go In?

After repairs and before flooring, so the painter can drop cloths on a floor that's coming out anyway. If the building went up before 1978, check the lead rules below before anyone sands.

  5. When Does Flooring Go In?

After paint. The old carpet and pad come out first, and the tear-out shouldn't sit in the garage for a week waiting on somebody to haul it.

  6. Why Does Cleaning Go Last?

Because every trade before it leaves dust, drips, and boxes. The move-in clean is the last thing that happens in the unit before the photographer and the new tenant see it.

  7. When Are Listing Photos Taken?

After the clean, with the lights on and the blinds open. Photos of a unit that still has a drop cloth in the corner cost you showings.

Vacancy Cost

Why Does the Order Matter So Much?

Because every day a unit sits empty costs rent you don't get back, and a trade that shows up to a full unit loses a day. Skip the industry averages and use your own number: the unit's monthly rent divided by 30. A unit renting for $2,400 costs about $80 for every day it sits.

$80

a day in lost rent on a $2,400 unit

A painter who can't start Monday because the furniture's still there, and can't come back until Thursday, just cost you $240. That's more than the difference between any two of our load sizes.

That's the whole argument for booking the haul the day the keys come back instead of the day the painter complains. It's also why I'd rather you send me the month's move-out dates in advance than call each one in as an emergency.

If you know the lease-end date, you already know the haul date. Calendar on a clipboard with lease-end and move-in dates circled.

Day One

What Has to Happen on Day One, Before Anything Moves?

Five things: walk and photograph the unit, confirm the power and water are on, plan the rekey, get the tenant's forwarding address, and flag anything that might be the tenant's belongings. Miss one and it comes back to bite you later in the turn.

  • ✓Photograph every room, the garage, the patio, and the storage closet before anything is moved, and again after repairs and cleaning if you'll deduct for them.
  • ✓Keep the power and water on. Crews need lights, the cleaners need water, and you can't test the appliances that stay with a dead breaker.
  • ✓Decide when the locks get rekeyed and who has the lockbox code until then.
  • ✓Get the forwarding address. The security deposit statement is due within 21 days of move-out, and it has to go somewhere.
  • ✓Mark what stays with the unit, like the fridge and the washer if they're the owner's, so nobody hauls them by mistake.

What If the Tenant Left Belongings Behind?

Then the clock may not be yours yet. California requires written notice before a former tenant's belongings can be thrown out, with a reclaim window of at least 15 days after personal delivery or 18 days after mailing, under Civil Code section 1984. Obvious trash and the tenant's things aren't the same thing, and sorting them is your office's call. Our landlord guide on what to know before an eviction cleanout covers storage and the deadlines.

Why Photograph the Unit Before the Haul?

Because since April 1, 2025, a California landlord who deducts for repairs or cleaning has to photograph the unit after it's handed back but before that work starts. The pile the tenant left is part of the "before." Our guide on move-out photos for California landlords covers which photos the law wants and when.

The Work Order

What Goes in the Work Order So the Crew Never Calls the Office?

The unit number, the access code, the floor and whether there's an elevator, where a truck and a 12-foot trailer can legally park, photos of every space, the move-in date, and a list of what stays. With those seven things, a crew can clear a vacant unit start to finish without a single phone call.

  • Unit and access. The unit number, the lockbox or gate code, and who to call if the code doesn't work.
  • Floor and elevator. Stairs change the price and the time, so they belong in the quote, not in a phone call from the driveway.
  • Parking. Where a truck and trailer can stage, and any community rules about trailers or quiet hours.
  • Photos. One wide shot per room from the doorway, plus the garage with the door up, the patio, and the storage closet.
  • What stays. The appliances, blinds, and shelving that belong to the unit.
  • Personal items. Whether anything that looks like paperwork or ID should be boxed for your office.
  • The move-in date. So the haul gets scheduled backward from it.

That's the list we work from on our tenant turnover cleanouts, and it works just as well for your painter and your flooring installer.

What Slows It Down

What Stalls a Turnover Most Often?

Almost never the amount of junk. In my experience it's one of four things: access nobody confirmed, parking two buildings away, scope that grew after the walk-through, or belongings the office hasn't legally cleared. All four are avoidable before the first vendor shows up.

  • ✓Access nobody confirmed. A gate code that changed, a keybox with the wrong combination, or a lockbox that never got installed. Confirm codes with every vendor the morning of.
  • ✓Parking two buildings away. Carry distance is time, for us and for every trade after us. Tell vendors where the loading zone is.
  • ✓Scope that grew. It's almost always the garage, the storage closet, or the side yard nobody opened during the walk-through. Open everything and photograph it.
  • ✓Belongings not cleared yet. If the reclaim notice is still running, the haul waits, and so does everything behind it.

One more that isn't ours but costs the most days: flooring that doesn't get ordered until the unit is already empty. If the walk-through tells you the carpet's done, order it that day. When the old carpet comes out, our carpet removal crew can haul the tear-out so the installer isn't paying to dump it.

What If the Building Is Older Than 1978?

Then the lead-paint rules apply before anyone sands or scrapes. EPA's Renovation, Repair and Painting program covers paid work that disturbs paint in housing built before 1978, rentals included, and it governs who can do the work and how. Most of the rentals I see in Temecula and Murrieta went up after 1978, but older stock in places like Lake Elsinore and Hemet often didn't, so check the year built before the painter shows up.

Where Do the Leftover Paint and Chemicals Go?

Not on a junk trailer and not in the dumpster. Paint, solvents, pool chemicals, and batteries are household hazardous waste. Riverside County runs free household hazardous waste collection for residents, so a management company should check with the county before bringing a unit's leftovers in.

Running Several at Once

How Do You Run Ten Turnovers in the Same Month?

Batch them. Send every vendor the month's move-out dates at the start of the month, group units in the same building into one visit, and budget each unit off the same load sizes instead of guessing. Ten turns scheduled in order beat ten turns called in as emergencies every time.

On our end, a block of units in one building gets cleared on one visit and priced as one job on the same load ladder, which costs less per door than separate trips. On yours, the same idea works for the painter and the cleaners: one building, one day, back to back.

For a budget, most one-bedroom turns we see land between a quarter and a half load, and a furnished two-bedroom or a single-family rental with a loaded garage runs three-quarter to full. The dollar figures for each size, and the add-ons for stairs, appliances, and mattresses, are on the turnover cleanout pricing. Add a line for the units you already know will need a fridge or a mattress hauled, and the yearly number comes out close.

If a renovation between tenants is going to throw off debris for weeks, a roll-off may cost less than repeat hauls. Our comparison of dumpster rental and junk removal lays out where that line is.

Who Wrote This Checklist?

Who Is Weston Molitor?

Founder · Wild West Junk Removal · Temecula, CA

I started Wild West Junk Removal in Temecula in 2021. We're family-owned, licensed and insured, and we've hauled more than 5,000 loads out of 41713 Niblick Rd since then, a lot of them out of rentals between tenants.

I'm not a property manager. I'm the guy who shows up second, right after the walk-through, and I've watched plenty of turns lose a week to a gate code nobody had. This checklist is what keeps that from happening.

"The junk is never the hard part of a turnover. The delay is."

FAQ

What Else Do Managers Ask About Turnovers?

Who should do the move-out walk-through, the manager or maintenance?+

Whoever will sign the deposit statement should at least see the photos, and ideally walk it. Maintenance spots the repairs; the manager knows what the lease and the move-in checklist said. On most small portfolios that's one person anyway.

When should the locks be rekeyed during a turnover?+

After the last vendor is done and before the first showing. Until then, a lockbox with one code you change afterward keeps the unit secure without handing a key to every trade.

Should the utilities stay on between tenants?+

Yes, at least power and water. Crews need lights, cleaners need water, and nobody can test the dishwasher or the range that stays with the unit if the breaker's off. Shut off a utility only after the new tenant's account is set to start.

Do we need HOA approval to park a dump trailer at a rental?+

Sometimes. Some Temecula-area HOAs limit trailers on the street or in driveways, even for a few hours. Check the CC&Rs or ask the management company, and put any rule in the work order so the crew parks where it's allowed.

What if the tenant left a car behind?+

That's a towing and abandoned-vehicle question, not a junk removal one, and a hauler can't take a vehicle. Call your city's code enforcement or police non-emergency line and a licensed tow company, and ask your attorney about notice before anything is moved.

Can we show the unit while the turnover is still going?+

You can, but a unit with drop cloths and an open paint can shows worse than an empty photo online. If you have to, show it after the junk is out and before paint, when the rooms are open and clean enough to picture furniture in.

How long does a typical turnover take from keys to move-in?+

It depends on the trades more than on the haul. Our part is usually a day or two from your call, and a single apartment clears in a couple of hours. Paint, flooring, and repairs set the rest, which is why lining them up in order matters more than speeding up any one of them.
