How Do You Dispose of a Refrigerator With Freon in California?

You dispose of a refrigerator with Freon in California by getting it to someone who recovers the refrigerant before it's scrapped: the store that delivers your new one, a scheduled bulky pickup, a county landfill that sets appliances aside, a scrap yard that's a state-certified appliance recycler, or a hauler who takes it to one. What you can't do is cut the lines, vent it, or leave it at the curb. Here's the law behind that, from someone who hauls fridges for a living in Temecula.

The Law

What Does the Law Say About Freon in an Old Fridge?

Federal law says nobody can vent the refrigerant from a fridge, and it makes whoever handles the fridge last, usually a scrap recycler or a landfill, responsible for getting it recovered first. California adds its own rule on top: a fridge with its hazardous parts still in it can only be delivered to a scrap facility that's a state-certified appliance recycler.

What Does EPA's Section 608 Rule Require?

Two things that matter to a homeowner. First, venting is banned: under Section 608 of the Clean Air Act, nobody can knowingly release refrigerant while servicing or throwing away an appliance. Second, the final person in the disposal chain, usually the scrap recycler or landfill operator, has to make sure the refrigerant is recovered before the fridge is disposed of. If a fridge shows up already empty, that facility has to keep a signed statement saying who recovered the refrigerant and when.

Does Whoever Removes the Freon Need a License?

Not for a fridge that's being thrown away, which surprises people. EPA says the people recovering refrigerant from small appliances in the waste stream, meaning appliances holding five pounds of refrigerant or less, don't need Section 608 technician certification. A household fridge is in that group. Repair is different: anyone who opens the sealed system to fix a fridge you're keeping has to be certified under Section 608.

What Does California Add on Top?

The Certified Appliance Recycler program, run by the state Department of Toxic Substances Control. Before a major appliance is crushed, baled, or shredded in California, a certified recycler has to remove what the law calls materials that require special handling: the refrigerant, mercury switches, compressor oil, and the PCB capacitors in older units. State law also says a fridge with those materials still inside can only be delivered to a scrap recycling facility that's certified. A hauler doesn't need its own certification as long as the facility it delivers to has one.

Is the Foam Insulation Regulated Too?

No. EPA says the treatment of appliance foam isn't regulated, and in most places the foam is shredded and landfilled with the plastic and glass, which lets the blowing agent escape. EPA's voluntary Responsible Appliance Disposal program worked with partners to recover that foam from 2006 to 2025, and it has now ended. The hazardous parts, meaning PCBs, mercury, and compressor oil, are regulated and have to come out before disposal.

What's Inside

What Kind of Freon Is in Your Refrigerator?

It depends on when the fridge was built. Fridges built through roughly the mid-1990s used R-12, the original Freon. Most fridges built after that used R-134a, and many newer models run on isobutane (R-600a) or, increasingly, propane (R-290), which are far easier on the climate but flammable.

Where Do You Find the Refrigerant Type?

On the data plate. It's a sticker or a metal plate, usually on a wall inside the fresh-food side, along the door frame, or on the back near the compressor, and it lists the refrigerant and how much is in the system. Take a picture of it. If the plate's gone, treat the fridge as charged.

Why Does the Type Matter?

Because of what happens if it escapes. R-12 eats away at the ozone layer, and R-134a is a strong greenhouse gas. Isobutane and propane barely register on the climate side, but they burn, so a torch or a saw near the coils of a newer fridge is a fire risk. The answer's the same for all of them: leave the lines alone and let a recycler recover it.

Does a Fridge That Stopped Cooling Still Have Freon?

Usually, yes. A fridge stops cooling when it loses pressure or the compressor fails, and both leave refrigerant in the system. A warm fridge isn't an empty one, and the recycler still has to check it.

What Are the Legal Ways to Get Rid of a Fridge Around Temecula?

There are five legal routes around Temecula, and each one ends with somebody recovering the refrigerant before the fridge is scrapped. Which one fits depends on whether you're buying a new fridge, whether you can lift this one, and where it's sitting.

Can You Take a Fridge to a Scrap Yard Yourself?

Only to one that's a Certified Appliance Recycler. DTSC keeps the list, and a yard that isn't certified can't take a fridge with its hazardous parts still inside. Call ahead and ask two things: whether they're certified, and whether they take refrigerators from the public.

What Happens to a Fridge at the County Landfill?

EPA says landfills typically set refrigerated appliances aside until a technician recovers the refrigerant and the other hazardous parts, and only then dispose of them. Riverside County's landfills take appliances from residents for a small per-appliance fee on top of the load fee, four a day, and none from businesses. Current fees and the closest sites are on our refrigerator removal in Temecula page.

What Not to Do

What Should You Never Do With an Old Fridge?

Three things get people in trouble with an old fridge: cutting the lines, putting it in a dumpster, and leaving it out by the street. All three break the law, and the first one can start a fire.

Why Can't You Drain the Freon Yourself?

Because cutting a line or puncturing a coil vents the refrigerant, and Section 608 bans that with no homeowner exemption. On a newer fridge the gas coming out is isobutane or propane, and a spark from a saw can light it. There's no scrap value worth that.

Why Can't It Go in a Rented Dumpster?

Because a roll-off box goes to a transfer station or landfill as trash, and nobody along the way is recovering refrigerant from a fridge buried in it. Our own dumpster rental in Temecula page says the same: with a bin, the refrigerant job falls on you. If you've got a dumpster going and a fridge to lose, the fridge goes out as a separate pickup.

Why Not Just Leave It Out by the Street?

EPA warns that an appliance left at the curb may end up landfilled or broken apart unsafely, and California calls it illegal dumping unless it's set out for a scheduled pickup. A full-size fridge is more than a cubic yard by itself, which Penal Code 374.3 treats as a commercial quantity. Leaving an unused fridge with its door on where kids can reach it is a separate misdemeanor under Penal Code 402b.

Who's Responsible if a Hauler Dumps Your Fridge?

Ask before you hire, not after. California's dumping law covers anyone who dumps waste or causes it to be dumped. Ask any hauler where your fridge is going, and if they can't name the facility, call someone else.

If you find a fridge dumped near your property, our guide on the steps to take after illegal dumping covers who to call and what to photograph.

Rentals

What Should Landlords Do With a Fridge a Tenant Left Behind?

First figure out whose fridge it is. If it came with the unit, it's yours to replace and dispose of. If the tenant brought it, it's part of what they left behind, and California's abandoned-property notice comes before anything gets hauled.

Whose Rules Apply to the Tenant's Fridge?

California's abandoned-property rules. The landlord gives the former tenant written notice and a window to reclaim what they left, and our guide on what to do when a tenant abandoned a rental in California walks through the timing. The refrigerant rules don't change: whoever ends up getting rid of it still sends it to a certified recycler.

Can an Unused Fridge Sit in a Vacant Unit?

Not with the door on and kids around. Penal Code 402b makes it a misdemeanor for an owner or manager to knowingly let an unused fridge, freezer, washer, or dryer sit on property they control without the door or the latch removed. In a vacant unit or a shared garage, take the door off or get it out.

What Paperwork Should You Keep?

Note the pickup date, the hauler, and the facility that took it. In California the certified recycler fills out a state form, DTSC Form 1430, that travels with the appliance to the scrap yard, and that facility keeps it for at least three years. You won't get that form yourself, but knowing the facility's name is what lets you track it down later. Our page on junk removal for property managers, Realtors, and landlords covers how we handle rentals.

How We Do It

How Does Wild West Handle a Fridge With Freon in It?

We carry it out, keep the sealed system closed, and deliver it to a certified appliance recycler, where the refrigerant and the other regulated parts come out before it's scrapped. On its own, a fridge is $225 with us: the $195 quarter-load minimum plus a $30 refrigerant charge.

Stairs add $150 on a small load, and a fridge going out with other junk just rides in that load with the $30 added. Text a photo and you get a load size and a firm price before we roll out, with no deposit. The cheaper options and what changes the price are on our refrigerator removal in Temecula page.

I started Wild West Junk Removal in 2021 and still run jobs and answer texts. I rewrote this guide because most of what's online about Freon is either a scare story or a sales pitch, and the real rules are simpler than either.

If the store will take your old fridge when the new one comes, let them. If it's upstairs, dead, or the second one in the garage, that's where we come in.

"Don't cut anything. Tape the doors, tell me about the stairs, and let the recycler deal with the gas."

FAQ

What Else Do People Ask About Freon and Old Fridges?

Do mini-fridges and wine coolers have Freon too?+

Yes. Anything that cools with a compressor has refrigerant in it, including mini-fridges, wine coolers, kegerators, and dehumidifiers, and EPA's disposal guidance covers them along with full-size fridges and freezers. Size doesn't change the rules.

Is a window air conditioner handled the same way as a fridge?+

Yes. EPA groups window AC units with refrigerators and freezers for disposal, and California counts air conditioners as major appliances under the certified recycler rules. Our appliance removal in Temecula page covers window and portable units.

Does a fridge need a sticker before it's thrown away?+

No. EPA says plainly that no sticker is required for disposal. What's required is that the refrigerant gets recovered, and if somebody already did that, the final facility keeps a signed statement with their name and the date.

What happens if the lines on my fridge were already cut?+

It can still be recycled. California calls an appliance that's been opened up or stripped an orphan appliance, and a certified recycler can take it if the person delivering it fills out the state's orphan appliance form. The recycler then removes whatever regulated parts are still in it.

Do I need a permit to haul my own fridge to a recycler?+

No. DTSC says a person who only transports or delivers an appliance doesn't need to be a certified recycler, as long as the facility receiving it is one. Strap it down, keep the doors taped, and call the facility first.

Can a fridge go to the household hazardous waste drop-off?+

Not usually. Riverside County's household hazardous waste program is built for paint, chemicals, batteries, and the like, and a whole fridge goes through a landfill or a certified recycler instead. If you're not sure, call the county's HHW line at (800) 304-2226 before you load the truck.

Who do I call about a fridge dumped on a road near Temecula?+

Riverside County's illegal dumping hotline is (800) 870-6600. Take a photo from a safe spot first, and don't open the fridge or try to move it yourself.
